If you attended the 2023 annual meeting it was abundantly clear that Harvest Creek has a need to update its Covenants and Bylaws.
Board meeting minutes from May 3, 2023 show that the board is working with the attorney to get bylaw changes ready for the 2023 Annual meeting. The board meeting minutes for August 15, 2023 show the board continued discussing bylaw changes. Board meeting minutes from October 18, 2023 state that James Connolly was asked to join the Board of Directors "because he expressed in helping to make amendments to the bylaws and covenants." Where is all of this work they have been doing?
At the 2023 annual meeting the board never brought up any changes or any process or even showed any progress towards attempting to update the bylaws. Around the 1 hour 40 minute mark of the 2023 Annual meeting the members asked the board to approve starting the process to update the bylaws. The board seemed confused, and Alanah Griffith stepped in and said that the board cannot vote on anything without it being on a board agenda that is noticed to all of the board members. But with all of the board members present they are allowed to wave the notice and vote right then and there. So why would they not?
Then in February and March of 2024, homeowners met with CJ Cook and presented him with a committee charter to form a bylaws review committee. The purpose of the committee would be to review and write up changes so the board could present the changes to the members. But CJ Cook has yet to even present the charter to the Board of directors 2 months later.
The way the bylaws currently are do not allow the HOA to get a quorum and actually vote on anything. This puts all of the power on the board and never allows the HOA to vote on the board members.
So you have to ask yourself, Why would the Board of Directors not want to update the bylaws? Who benefits from the bylaws staying the way they are?

made. It is rather inappropriate to accuse others of fraud and deceit without disclosing your personal identity.
I am not saying you don't have some valid concerns. But residents are entitled to know who is "harvestcreekhoa@gmail.com"
As far as why people agree to serve on the Board of a HOA, it has been my experience it is for either or both of two reasons. First, the person cares about their community and wishes to ensure it is properly maintained and the value of properties within the community are kept at the best level possible,.or second,.no one else in the community is willing…

You have asked the key question. It seems to be the major problem with HOA's in general. Serving on the Board is a thankless position with no remuneration. So is there some benefit, other than a desire for power, that board members do actually receive? Why did the newest board member try to get elected to the Board if he didn't have time to participate in Board work? If we can find out what these incentives are, we might get closer to finding a solution to our "governance" problem.
